大資料(big data)指規模巨大且複雜，用現有的'資料處理工具(on-hand database management tools)難以獲取(capture)、整理( curate)、管理( manage)以及處理(process)的資料資訊統稱。大資料的特點可以總結為4V：volume(大量)、velocity(高速)、variety(多變)、veracity(準確)。
大資料是網路資訊技術與經濟社會各領域深度融合的產物，對於未來的網際網路生態(internet ecosystem)、創新體系(innovation system)、產業形態(industrial forms)乃至社會治理結構(social governance structure)等都將產生革命性的影響。
工信部將推進公共資料開放和基礎資料資源跨部門、跨區域共享(trans-departmental, trans-regional sharing of basic data)，優先推動信用、交通、醫療、衛生、就業等領域的資料向社會開放(promote the openness and sharing of data in sectors such as credit, transportation, health and employment)。研究制定工業大資料發展路線圖，推動大資料和製造業融合發展。同時加強安全監管，嚴厲打擊非法洩露和出賣個人資料行為，維護網路資料安全(enhance supervision and surveillance of data, and strictly crack down on illegal practices such as data leaks and the selling of personal information)。
