Tokyo Electric Power Co (TEPCO) had reported early on Monday that it wouldschedule rolling blackouts in Tokyo and surrounding cities to conserve energyamid the crisis at nuclear power plants in the earthquake-affected areas。
東京電力公司週一宣佈，計劃在東京和周邊城市實行輪流停電，此舉是為了在地震災區核電站危機期間節省能源。
在上面的.報道中，rolling blackout就是“輪流停電”，也有報道用rolling powercuts來表示，blackout指的是“停電”，相近的表達還有power outage和power failure(斷電)，不過powerfailure多指因電力裝置故障引起的“斷電”。在能源緊缺時，有些地區還會採取power brownout(限電)措施。
此次日本地震導致nuclear power plant(核電站)機組發生爆炸，引發了人們對nuclearleakage(核洩漏)的擔憂，各國政府也開始重新評定nuclear safety(核安全)狀況。
