第一，對於每一項考試來說，改革是必不可少的，但是託福在一年之內沒有改革計劃，而且ETS強大的統計分析團隊將會確保等值的難度水平。
第二，托福考試的`評分不是按照對多少道題目來核算，而是把原始分數參照評分表，轉化成0-30範圍內的標準分數。然而ETS代表指出，託福評分對照表並不是固定不變的，ETS會根據試卷的難度制定不同的轉換標準。
