"think"終於閃亮登場，但"seem to"為整個句子增添了點婉轉之感，這種客觀的方式貌似較受老外(尤其腐國人)喜愛。

"It is high time" 打頭，為該句增色。注：that 後跟虛擬語氣，後跟動詞的一般過去式，表示“是某人做。。。的.時候了”或者“是某人不做。。。的時候了”
2、It is time to take the advice of ... and to put special emphasis on the improvement of ... 該是採納……的建議，並對……的進展給予非常重視的時候了。
去掉一個"high"，畫風完全不一樣，不用過去式，只需用"to do"來替代。

"there is no doubt that"+被動還是蠻經典的組合。
